The Copeland People’s Panel on Climate Change follows best practice guidelines set by previous Citizens’ Juries and Citizens’ Assemblies.

The recruitment process for the People’s Panel aims to recruit a mini version of Copeland’s population and was agreed by the project Oversight Panel. The Oversight Panel agreed that the profile of the 30 people selected should intentionally reflect local diversity in terms of gender, age, ethnicity, geography, levels of deprivation and attitude to climate change.

Hackney Carriage Vehicles are required to be licensed to ensure they are suitable for use by the public.

Hackney Carriage Vehicles sit on taxi ranks and can also be hailed in the street.

A Hackney Carriage Vehicle uses a taxi meter to calculate the correct fare, in accordance with the prescribed Table of Fares for Hackney carriage Vehicles (see Table of Fares).  The driver can charge you what price is shown on the meter or under, but never a price over the one stated on the taxi meter at the end of your journey.

In order to drive a licensed Hackney Carriage Vehicle you must first obtain a Hackney Carriage Driver Licence.

You must first apply for your Disclosure and Barring Service (DBS) Certificate by following the procedure in the application pack.

You must submit your application together with the following documents:

• A full DVLA driving licence which you must have held for 12 months (photo card & a check code from the DVLA website to enable the Licensing Team to check any endorsements on your driving licence)

• A medical certificate (see medical form)

Private Hire Vehicles are required to be licensed to ensure that they are safe and suitable for use by the public.

Private Hire Vehicles can only be pre-booked with the Private Hire Operator and a price must be agreed at the time of the booking.

The Council operates a strict age restriction policy (see Age Restriction Policy) and, subject to certain exceptions, a vehicle will not be licensed if it is more than five years of age. However, once the vehicle is licensed, it can remain licensed until it reaches no more than eight years of age.

Due to the easing of Covid restrictions, and the Government’s decision to not extend the relevant legislation, Copeland Council has resumed in-person meetings from May 7, 2021.

Members of the public and press are welcome to attend council and committee meetings.

Attendance at meetings is being monitored in order to adhere to Covid-19 safety measures.  Advanced notice of public attendance must now be given to the Democratic Services Team due to restrictions on the number that can be in attendance at meetings at any one time.

The Prime Minister has confirmed the Government’s four tests for easing Covid-19 restrictions have been met and planned easements can go ahead from May 17.
