Core Strategy Examination News

Examination into the Core Strategy and Development Management Policies 2012 – 2027.

This page has been drafted by and is the responsibility of Yvonne Parker, Programme Officer for the Examination. Yvonne is an impartial officer of the Examination and works under the direction of the Inspector. Yvonne has no involvement in the preparation of the document.

The Inspector Paul Crysell BSc MSc MRTPI has been appointed by the Secretary of State to conduct the Examination to determine whether the document is sound.

Programme for the Examination    

The examination hearing took place on the 9 and 10 April 2013. 

The Council drafted modifications as discussed with the Inspector and other parties who took part in the hearing.  The Borough Council invited comments on the Schedule of Main Modifications, together with a request for any implications resulting from the revocation of the North West Regional Spatial Strategy, between 25 April and 7June 2013.  Representations received for this consultation can be found on the Examination Documents List.

The Inspector carried out a short consultation regarding the potential implications of the recently published CLG Planning Practice Guidance on Renewable and Low Carbon Energy on the Plan.  This consultation ended on Friday 16th August 2013.  Four responses were submitted and these can be found below and in the Examination Documents List.   The Inspector has considered the responses.

The Council received the Inspector's Report on the Examination into the Copeland Core Strategy and Development Management Policies Plan on the 27 September 2013.  The Inspector has recommended a number of modifications to the Plan to make it 'sound' and to enable the Council to adopt the Plan.  The Inspectors Report can be downloaded below.

The Inspector's Report is also available to view at Copeland Borough Council offices at The Copeland Centre, Catherine Street, Whitehaven and Millom Council Offices, St George's Road, Millom.

The Inspector's Report will be considered by the Local Development Framework Working Party in November 2013 for approval of the modifications.  On approval, the final Core Strategy and Development Management Policies Plan will be considered by the Full Council for adoption on 5th December 2013.

 The Inspector will consider these responses and finalise his report.  We expect to receive the Inspector's Report in mid to late September 2013 which will enable the Council to adopt the Core Strategy and Development Management Policies DPD in December 2013.

The Department for Communities and Local Government issued new guidance on renewable and low carbon energy development on 29 July 2013. Renewable energy policies were considered at the Examination of the Copeland Core Strategy and Development Management Policies Plan which was held in April this year.

Before finalising his report the Inspector is inviting comment from any party on whether the new guidance has any implications for the policy position on renewable energy in the Council's Plan. Without prejudice to his final conclusions he is also inviting views as to whether a small change should be made to the Plan to include reference to the new guidance.

Responses should be sent to the Programme Officer no later than Friday 16th August 2013.
