5 Year Housing Land Position
In November 2006, Planning Policy Statement 3: Housing (PPS3) introduced a new requirement for Local Planning Authorities to be able to demonstrate five years of deliverable housing land within their boundaries.
The Council has produced a document aimed at doing this, entitled ‘Housing Land Position' [PDF file, size 328k].
This position statement sets out the housing land supply situation in Copeland and covers the period from 1 April 2002 to 31 March 2007. The five-year housing land position, in relation to the next five years to March 2012, is set out in section 7, with further analysis of demolitions, completions and Development Plan allocations.
This document aims to establish an initial base supply of suitable sites, covering the period 2007 - 2012. In order to comply with PPS3, however, the supply of housing land must be considered to be a 'rolling' supply, meaning that as new sites come forward they are included, while as older sites are completed they are removed from consideration. Annual updates to the supply will be included in our Annual Monitoring Reports .
The document briefly outlines the background and policy context to housing land supply in the Borough and describes the housing land position in respect of the current Regional Spatial Strategy and the current adopted Copeland Local plan period (2002-2016).
