SHLAA Final Draft - Consultation

The Council is in the process of finalising the Strategic Housing Land Availability Assessment (SHLAA) and is inviting comments regarding the accuracy of the draft document that has been produced to date.

Please note that the SHLAA is an evidence document to demonstrate that the Borough is capable of providing a supply of land to build enough housing to meet Copeland’s needs during the period of the new Local Plan, and does not make policy decisions.

As such we are mainly seeking comment on the accuracy of the report at this time and you can comment on the SHLAA report, using the representation form below. Comments should be received by the Planning Policy team on or before 6 September 2013.

If you are making a number of representations about different sites or aspects of the report, please use a separate form for each.

Forms should be sent to: Planning Policy, Copeland Borough Council, The Copeland Centre, Catherine Street, Whitehaven CA28 7SJ or by e-mail to

Next Steps

Once the consultation is completed the Council will revise the document as required before it is looked at by the inter-agency Working Group which has advised on the process.

The Council will then use the conclusions of the SHLAA as the base for recommending which sites should be allocated for development in the Site Allocation plan which will complete the Local Plan 2013-2028.

Public consultation on the Draft Site Allocation plan will begin early in 2014 and any representations about whether sites should be allocated for development will be taken into account then.
