Pre-application advice

What is pre-application planning advice?

This is a process which encourages anyone wanting to carry out development to talk with the Local Planning Authority to obtain informal guidance in advance of submitting a formal application.

The Local Planning Authority request that the pre-application request advice form is completed in full and submitted alongside the required information identified on the form.

Definitions of Development

Minor Development:

  • Residential development of 1-9 dwellings or outline area less than 0.5 hectare.
  • Non-residential development of less than 1,000m2 floor area.
  • Agricultural development.
  • Single domestic or farm scale wind turbine.
  • Solar park development of less than 1 hectare.
  • Change of use.
  • Telecommunications development.

Major Development:

  • Residential development of over 10 dwellings or outline area over 0.5 hectares.
  • Non-residential development of over 1,000m2 floor area.
  • Commercial wind turbine development of over 1 turbine.
  • Solar park development of over 1 hectare.

The pre-application planning advice service we will provide:

On receipt of your enquiry and all required information, we will provide an acknowledgment letter. We will endeavour to deal with your enquiry in writing within 28 days of the receipt of a fully completed form and the relevant fee. If this timescale cannot be met then you will be advised before the expiry of the 28 day period.

Unaccompanied site inspection by Planning Officer (where necessary).

Written correspondence or short meeting with Planning Officer detailing:

  • Assessment of principle of proposed development; and,
  • Identification of key planning issues/constraints relevant to proposed development.
  • Identification of relevant planning policies 
  • Identification of validation requirements.

 

Unaccompanied site inspection by Planning Officer (where necessary).

Written correspondence or short meeting with Planning Officer detailing:

  • Assessment of principle of proposed development;
  • Identification of key planning issues/constraints relevant to proposed development;
  • Assessment of proposed development in relation to impact on local highway network by internal consultees; and,
  • Assessment of proposed development in relation to surface water drainage by internal consultees.
  • Identification of relevant planning policies
  • Identification of validation requirements

 

 

Accompanied site inspection by Planning Officer (where necessary).

Written correspondence detailing:

  • Assessment of principle of proposed development;
  • Assessment and advice on key planning issues/constraints and plans etc. relevant to proposed development;
  • Assessment of proposed development by all key internal consultees; and
  • Meeting to discuss the proposed development attended by: Planning Officer including where relevant Senior Officer, Head of Service or Assistant Director; and, relevant internal consultees i.e. Highways, LLFA, E.H.O. etc..
  • Any advice requested in relation to planning application validation requirements.

Bespoke project management approach to major significant development projects.

  • An identified project team made up of key Planning Officers and relevant internal consultees.
  • A timetable for the development of the project and its progress through the planning system to decision based around key milestones. This is likely to involve a series of meetings and site meetings where necessary.

All advice will be based on the information provided, but it will not be any guarantee that any subsequent application will result in a particular decision, and it will not be binding on the Council. Opinion may change, for example, during the formal application process as a result of the views of consultees and other interested parties. It also has to be acknowledged that some decisions will be made by Planning Committee, rather than by Officers, and in some cases, they may reach a different conclusion.
